What foreign buyers can buy in 2026

Foreign buyers need permission to purchase from the Council of Ministers before the title deed is transferred into their name. Under Decree-Law 119/2026, published in the Official Gazette (No. 196) on 6 October 2026, a foreign individual can acquire up to three apartments. In most projects a penthouse is an apartment in a residential building, and your lawyer confirms how your unit is registered. The sales contract must be registered at the Land Registry within one month.
