Complete Guide to Driving Licenses in Northern Cyprus: Updated Fees, Rules, and Conversion Process

A car is almost essential in North Cyprus. Public transport between the towns is limited, and many of the most beautiful beaches, villages and viewpoints are only reachable by road. Whether you have just bought a home, are here for your studies or plan to retire on the island, sooner or later you will need to know when your foreign licence is enough and when you need a TRNC driving licence. This guide explains the rules, the conversion process, the documents and the fees, and how our team can help you through it.

Rules and fees are set by the TRNC authorities and are updated regularly, usually at the start of each year. The figures below were valid at the time of writing. Always confirm the current fee at the tax office or the traffic department before you apply.

Driving in North Cyprus: the basics

• Traffic drives on the left, as in the UK, and most cars are right-hand drive.
• Seat belts are compulsory for all passengers, and children must use suitable child seats.
• Using a hand-held phone while driving is prohibited.
• Alcohol limits are strictly enforced, with regular police checks, especially at weekends.
• Speed limits are signposted in kilometres per hour; speed cameras are common on the main roads.
• Insurance is compulsory, and it is only valid if you hold a licence that is valid for your status in the country.

How long can I drive on my foreign licence?

Visitors can drive in North Cyprus with a valid foreign driving licence, or an International Driving Permit, for up to three months (90 days) from their date of entry. Once you become a resident, for example after receiving a residence permit as a property owner or a student, you need to apply for a TRNC driving licence within the period set by the regulations. Driving on a foreign licence after that point can make your car insurance invalid, so it is worth arranging early.

Converting a foreign licence to a TRNC licence

Holders of a valid licence from most countries can convert it to a TRNC licence for the equivalent vehicle categories without a new practical driving test. Licences for heavy vehicles and some professional categories may require an additional exam on the TRNC road rules.

Documents you usually need

• Your original foreign driving licence, plus a colour copy.
• Your passport, with copies of the photo page and the entry stamp.
• Proof of residence: your residence permit, or a property title deed, rental agreement or student certificate, as requested.
• Two recent passport-size photographs.
• Your blood group, if it is not shown on your existing licence.
• A completed application form, available from the traffic department or the tax office.

Licences in a language other than English or Turkish may need an official translation. Check this before your appointment.

Step by step

1. Visit the traffic department (Trafik Şubesi) in your district with your documents. Your foreign licence is checked and the research fee (araştırma harcı) is paid.
2. Pay the licence fee at the tax office (Vergi Dairesi) for the validity period you choose, for example five or ten years.
3. Collect your licence. You usually receive a temporary document first, and the TRNC licence card is issued afterwards.

For most property owners, a five- or ten-year licence is the most convenient choice, because it saves repeated visits. Students should make sure their student certificate (öğrenci belgesi) is up to date before paying, to qualify for student rates.

Renewing a TRNC licence

When your TRNC licence expires, you renew it at the tax office. You usually need your ID card or passport, your old licence, a recent photograph, a completed renewal form and, depending on your age, a health certificate confirming that you are fit to drive. The renewal form is available on the TRNC Tax Department website.

Tips for new residents

• Start early. Convert your licence soon after you receive your residence permit, so your insurance is never in doubt.
• Keep copies of every document and receipt.
• Rent a car at first if you are not sure which car you want to buy; many rental companies deliver to your door.
• Drive carefully on mountain roads and watch for livestock in rural areas, especially at night.
