One of the first decisions when you buy property in North Cyprus is whether to choose a new home that is still being built, known as off-plan, or a finished home that you can move into straight away. Both paths are popular with international buyers, and both can be excellent choices. This guide compares them side by side, so you can decide which one fits your budget, your timeline and your plans for the property.

What off-plan means

An off-plan property is bought from the developer before or during construction. You choose your unit from the plans, agree a payment schedule and receive the keys when the building is completed. Many new resort projects in Iskele, Long Beach, Esentepe and Tatlısu are sold this way.

The advantages of buying off-plan

  • Interest-free payment plans: developers often spread the price over the construction period, which makes it easier to buy without a mortgage.
  • The best choice of units: early buyers can pick the floor, the view and the layout they want.
  • Modern design and facilities: new projects usually include pools, gyms, security and on-site management.
  • Prices in pounds or euros: most developers price in strong currencies, which keeps planning simple for international buyers.

The advantages of a ready home

  • Move in or rent out straight away: you can use the home or start earning rental income from day one.
  • See exactly what you buy: the finish, the view and the neighbourhood are already visible.
  • Often no VAT on resales: homes bought from private owners are normally VAT-free, while new builds bought from a developer carry 5% VAT.
  • A faster route to residency: a finished home lets you settle quickly and apply for your residence permit once the title deed is in your name.

Off-plan and ready homes at a glance

  • Payment: off-plan is usually paid in instalments during construction; a ready home is usually paid in full or in a short plan.
  • Use: off-plan can be used after completion; a ready home can be used immediately.
  • Taxes: 9% transfer fee and 0.5% stamp duty for both; 5% VAT on new builds from a developer.
  • Best for: off-plan suits buyers who plan ahead and want flexible payments; a ready home suits buyers who want to move or rent quickly.

Smart checks for off-plan buyers

  1. Choose a developer with a strong record of finished projects, and visit one of their completed buildings.
  2. Ask your independent lawyer to check the land title, the building permit and the payment plan.
  3. Make sure the contract states the delivery date, the specification and what happens if the work is delayed.
  4. Register the sales contract at the Land Registry within one month, as required by Decree-Law 119/2026, and pay the 0.5% stamp duty.
  5. Keep every payment receipt and make all payments through a bank.

Every step of the legal process is explained in our complete guide on how to buy property in North Cyprus.

Which one is right for you?

If you are buying for the future, for example a retirement home in a few years or an investment in a growing resort area, off-plan offers flexible payments and the widest choice. If you want to live in the home, rent it out or apply for residency soon, a ready home is often the better fit. Many of our clients combine both: a ready apartment now and an off-plan unit as a longer-term investment. Projects such as Querencia Long Beach and Pearl Island Homes show both sides of the market.

Frequently asked questions

Is off-plan property safe to buy in North Cyprus?

Yes, when you work with an established developer and an independent lawyer, register the contract at the Land Registry and pay through a bank. These steps protect your purchase from the first payment.

Can I rent out an off-plan apartment?

Yes, once the building is completed and handed over. Resort projects with on-site management make letting simple.

Do I pay VAT on a resale home?

Resales between private owners are normally VAT-free. VAT of 5% usually applies to new builds bought from a developer.

Can I get residency with an off-plan property?

Yes. Buyers with a sales contract stamped by the Tax Office can receive a residence permit of up to five years, and title deed owners with properties worth £300,000 or more in total can receive up to ten years without proof of income.
